FHIR-34261 Adjust Endpoint element cardinalities
Description
Endpoint.payloadMimeType is far more important than Endpoint.payloadType, yet the latter is required. Please make payloadType 0..*. The Sequoia project has already decided they will bind payloadType to a value set containing only NI from the nullFlavor code system. The example binding in core is outdated and not very useful outside of an IHE XDS context.
