The FHIRAllTypes value set is appropriate for the specification since it's possible to have population criteria that result in "abstract" types. Authoring environments may wish to limit the selection of population basis based on the content implementation guides used in authoring the measure, but that would be a content-driven validation, not necessarily a restriction at the specification.

Add this discussion as a topic in the eCQMs page for data model selection.

    Description

The population basis specifies the type of elements in the population of a quality measure.  The return type of the CQL expressions that define the populations should match the population basis.

Some items in the current binding http://hl7.org/fhir/R4/valueset-all-types.html are not appropriate as the population basis, so a new value set should be defined and used as the binding for .value[x] (.valueCode).  The new value set should include a subset of codes from http://hl7.org/fhir/R4/codesystem-resource-types.html and a subset of codes from http://hl7.org/fhir/R4/codesystem-data-types.html (at a minimum, "boolean"). The codes should be those which are likely to be useful in quality measures.  Resources such as DomainResource, OperationDefinition, or Bundle are probably not useful as a population basis.
