      Consider an alternative approach to composite measures where the CQL retrieves MeasureReport resources and the CQL logic computes a score from the list of MeasureReport.group.measureScore(s). Allow populationBasis to be a MeasureReport. Fix the primaryCodePath in the modelinfo for MeasureReport as outlined in https://github.com/cqframework/clinical_quality_language/issues/637
