    Description

Within the US Realm, administrative and financial use cases such as claims, prior authorization, and Medicare Advantage Star ratings typically require the use of CMS 1500 Place of Service codes for locations. Payers may only authorize or reimburse certain treatments at a limited subset of Place of Service codes.

The Location.type element is currently bound to the ServiceDeliveryLocationRoleType value set with Extensible strength. This is a problem because there is no clean 1:1 mapping from ServiceDeliveryLocationRoleType to the CMS Place of Service codes. rcdieterle tried to do that mapping and found that it wasn't really compatible. This has left us somewhat stuck on the Da Vinci CRD Location profile.

I propose that we lower the Location.type binding strength from Extensible to Preferred. That would give us the freedom to use different value sets composed of CMS Place of Service codes in US Real profiles.
