To enable payers to make decisions regarding the coverage or need for prior authorization, certain services need to indicate the location (e.g., place of service).  Payers use the CMS place of service (POS)value set ([Place of Service Code Set | CMS|https://www.cms.gov/medicare/coding-billing/place-of-service-codes/code-sets]) and the current (R4 and R5)  Location resource requires the http://terminology.hl7.org/ValueSet/v3-ServiceDeliveryLocationRoleType value set with an extensible binding. To make the value set work for Payers, we need to define a codesystem that is the balance of the concepts in the CMS that are missing from the current value set, create a new value set that includes only the relevant CMS concepts from, both the current and new codesystem and replace the location.type value set with the combined value set leaving the binding extensible.  We should publish a list of the values and their mapping to the CMS POS value set.
