The balloted content seems to be and IHE product trying to attain HL7 standard status.  The transactions may make sense, but there are issues especially for less technical folks to understand potential usage of device-related content to understand its provenance and the significance of the use case, especially for secondary use.  The acronyms are referenced in the Glossary (once one can find the glossary among multiple links to downloadable documents) but they are not straightforward for an uninitiated reader to understand.  Recommend the IG should be presented with FHIR tooling to allow full web access to content for much easier navigation and understandability. Also recommend clear descriptions for less technical folks to understand the relevance and utility of the IG.
