The resolution for Jira FHIR-45131 was "there is more than one way to include a recommendation.  For example, a recommendation can be represented in DiagnosticReport.conclusion as unstructured information."

We request to discuss this further at the May WG meeting, as unstructured recommendations are the current issue we are attempting to prevent with the previous request for patient safety and improved outcomes.
