Description
Adopt the HL7 Gender Harmony Recorded Sex or Gender (RSG) data element and its corresponding FHIR extension (Person Recorded Sex Or Gender) from the FHIR Extensions Pack as follow
1. Terminology
- Add a new AU Base value set which may be bound to RSG.value
- Proposed value set: See attached file: vs-common-au-recorded-sex-or-gender-1.xml
- Add a new AU Base code system for which defines concepts appropriate for use as RSG.type values and includes concepts not defined in LOINC or SNOMED CT and is exhaustive of the RSG types which may be found on legal documents and includes types corresponding to digital health infrastructure services, insurance schemes, and registration/accreditation schemes.

- Add a new AU Base value set which may be bound to RSG.type

- Add a new AU Base code system for which defines concepts appropriate for use as RSG.sourceDocument.type values.

- Add a new AU Base value set which may be bound to RSG.sourceDocument.type
- Proposed value set: See attached file: vs-common-au-recorded-sex-or-gender-source-document-type-1.xml
- Add a new AU Base value set which may be bound to RSG.sourceDocument.jurisdiction

2. Include the GI RSG extension as follows:
- Add the extension to the AU Base Patient, AU Base RelatedPerson and AU Base Practitioner AU Base profiles with 0..* cardinality.
- Apply the following AU terminology constraints
- Extensibly bind RSG.value to the http://terminology.hl7.org.au/ValueSet/common-au-recorded-sex-or-gender value set.
- Extensibly bind RSG.type to the http://terminology.hl7.org.au/ValueSet/common-au-recorded-sex-or-gender-type value set.
- Extensibly bind RSG.sourceDocument.type to the http://terminology.hl7.org.au/ValueSet/common-au-recorded-sex-or-gender-source-document-type value set.
- Extensibly bind RSG.sourceDocument.jurisdiction to the http://terminology.hl7.org.au/ValueSet/common-au-recorded-sex-or-gender-source-document-jurisdiction value set.
- Add profile specific implementation guidance to the profile pages.
- Currently AU Base Patient has the RSG extension. This change request includes changing this to ensure the referenced RSG extension is the core FHIR extension and not a local redefinition (i.e. removing the local workaround with direct referencing of the extension).
3. Add a table describing the expected use the RSG data element (including combinations of RSG subelements) for RSG data currently in use e.g. Australian Passport, Birth Certificates, Medicare, and the HI Service.
4. Update the patient-example-sex-and-gender, relatedperson-example-sex-and-gender, and practitioner-example-sex-and-gender examples to demonstrate use of the GH RSG data element.
5. Remove the manual inclusion of the FHIR Extension Recorded Sex Or Gender (this was a workaround that is no longer required with direct referencing of the extension)
6. Remove inclusion of the FHIR ValueSet Recorded Sex Or Gender Type (this was a workaround that is no longer required with direct referencing of the extension)vs-common-au-recorded-sex-or-gender-source-document-jurisdiction-1.xml
