Should this design narrow the relevant data absent reasons allowed?

      Although we understand the commenter's concern that some Data Absent Reason (DAR) codes are inappropriate for specific fields, no evidence exists that this occurs in  systems today.  In addition, we provide conformance rules and guidance on using the DAR extension and these values in the Missing Data and the Suppressed Data sections.  Therefore, we do not think there is a benefit to this added complexity.

      Profiles that derive from US Core can create more refined DAR value sets for their implementations.

    Description

      If you are documenting a care experience preference, some of the data absent reason codes don't make sense. Could we bind to a valueSet that reduces the set of data absent reason concepts to only those that would be relevant?
