      per the CQI WG call, there was a voted change in the quality program library useContext to specify a quality program

      Currently we use Library and useContext to specify a group of measures (in relatedArtifcacts) that are tied to a specific Program from the valueSet, this allows us to partition specialty measurementSets specific to a program like 'emergency medicine' measures in 'mips'.

      I then list out applicable measures in related artifacts. This acts as my measurementSet profile for CMS for various specialties. The library ends up looking similar to this example: https://build.fhir.org/ig/HL7/cqf-measures/Library-ep-ec-quality-program.json.html

      With that useContext being removed, what is the proposed method of separating these by a consistent program identifier for several profiles that are a part of one quality program? 

      Or am I missing a piece of how this is intended to be structured for representing sets of specialty quality measures per program?
