      There are situations in which the specimen cannot be assigned.

      Several existing lab observation profiles (see e.g. https://www.ehealth.fgov.be/standards/fhir/lab/StructureDefinition/be-observation-laboratory ) have cardinality 0..1

      Add a comment in the specimen element saying "When the specimen is applicable and known it shall be documented"

      Derived guides could further constraints this element.

    Description

      HL7 Germany ballot comment from Martina Sender (mio42 GmbH, Germany)

      At least one specimen has to be assigned to an observation.

      The current assignment of 0..1 specimen to a diagnostic report is not correct, the reference should not happen in the diagnostic report but in the observation.

      Explanation: within the diagnostic report could exist more than one specimen. For every single observation must be clear, from which specimen the measurement is taken.
