For the order-select and order-sign hooks, the draftOrders field should contain a Bundle of resources which implement the Request pattern. The question is whether other resources referenced from those Request resources should be included as top-level entries in the Bundle? Josh thinks we should extend the prefetch mechanism to work with Bundles. If for some reason the workgroup decides not to pursue that approach then let's please at least clarify whether those referenced resources should appear as top-level Bundle entries, or as contained resources within one of the Request resources.
