Inconsistent .value cardinalities

      The constraint is: us-core-2: If there is no component or hasMember element then either a value[x] or a data absent reason must be present. So when you have a component you likely won't have a value. i.e. there are multiplex tests, which each have separate results, thus there is no one result for the overarching observation.

      We are actually removing the component and using hasMember instead (see FHIR-38523, FHIR-38040, FHIR-38383), but the above use case still stands.

    Description

      It seems odd that Observation.value is 0..1 but Observation.component.value is 1..1. Is there a scenario where an Observation without a value would be sent? If not, should .value be 1..1 as well?
