      In https://jira.hl7.org/browse/FHIR-33125, we agreed to mark this extension as indicating 'bytes'.  With a fixed unit, there's no need for it to be Quantity.  Making it Quantity would then require everyone to recognize and be able to convert between units, which would add complexity with minimal additional value.

    Description

      The extension: 

       

      *http://hl7.org/fhir/StructureDefinition/maxSize* does not allow the implementer to indicate the unit of the file size: e.g. megabytes, kilobytes. A decimal is an insufficient type for this answer. Suggest using Quantity as ucum defines bytes, etc. https://ucum.org/ucum.html
