Problem: 

 This suggests that an Action may be returned in either a Suggestion or a SystemAction in a somewhat interchangeable sense.

Proposed changes:

•  Change the wording to: The structure of a systemAction is the same as the Action type returned in a suggestion. 
• Add more detail clarifying that: (1) System Action and Suggestion>Action are NOT interchangeable. (2) System action MUST be used when the action is intended to be taken without user intervention / user review. Suggestion > Action MUST be used when action is intended to be take only after user intervention / user review.
