Description
The proposed "Annotate" capability is a great step forward in that it attempts to discretely exchange a successful authorization in CRD.
I think that it falls short in two ways:
1) The Annotation data type (Datatypes - FHIR v4.0.1 (hl7.org)) is fundamentally non-discrete. A CDS Client cannot compute on the authorization number returned, or even know that authorization was returned at all. This forces a person to read the annotation.
2) You're largely reproducing the concept of a CDS Hooks systemAction.
