In http://hl7.org/fhir/StructureDefinition/vitalsigns Observation.component.value is bound  with strength required to Vital Signs Units. This should apply to the valueCodeableConcept and valueString and not to valueQuantity.code. 

So it should prohibit useful values and provide no constraint where it is wanted!

I suggest removing the binding, and maybe even the code system and value set.
