    Description

The Institutional and Professional profiles define NDC at item.detail.productOrService and an extension for a Compound Drug Linking Number.  The CARIN IG pharmacy profile does not use an extension to report compound drugs.  Harmonize the two approaches.

Change ValueSet from PCT GFE Item NDC Value Set to the external ValueSet National Drug Code (NDC) in both profiles.  (Both reference the same Code System).
