The first paragraph does not provide a convincing reason.  No amount of digitized information would have eased the sense of abandonment or suffering and loneliness these poor souls endured nor replaced the value of intimate contact with their family.  Instead we let them suffer and die alone because of unforgivably misguided policy decisions. To imply that this IG would have made any difference reveals the same hubris that led to the fiasco in the first place.

I suggest keeping only the last two sentences.
