Remove the constraint of the evaluatedResource from 0..0 and update to 0..*

For the use case of summary reports, the evaluatedResource element is used to communicate the result of intermediate calculations such as supplemental data.

Add an example.

There may be a need to attach resources to a Summary MeasureReport. The current constraint of 0..0 does not allow for that

Note: The need for this may change when SUpplemental Data element is added in FHIR R5
