MeasureReport.evaluatedResource should not contain all resources on a FHIR server

      What data was used to calculate the measure score

      A reference to a Bundle containing the Resources that were used in the calculation of this measure.

       

      Proposed language:

      Evaluated resources are used to capture what data was involved in the calculation of a measure, as well as the intermediate and final results of additional calculations such as supplemental data.

      For individual reports, references to the Resources that were used in the evaluation of this measure. This use of evaluatedResources is only allowed on individual reports to ensure that the size of a MeasureReport resource is bounded.

      For supplemental data, evaluatedResources are used to capture the results of supplemental data calculations, typically reported as contained Observation resources on individual and aggregate reports.

      Note that supplemental data will likely be separated into a different element in the R5 MeasureReport.

      If there is a technical correction to R4, we will include this, otherwise this will be applied to R5.

      Include Rick's example of a subject-list report.

    Description

      The short description in the differential reads: "What data was used to calculate the measure score". The full definition reads "A reference to a Bundle containing the Resources that were used in the calculation of this measure."

      First, I don't think it should be a Bundle since the cardinality is 0..*, it can just contain the resources directly. 

      Second, the way the definition reads it implies that every resource that was looked at during measure evaluation should be included. That would mean ever resource on the FHIR server, and sure enough that is how HAPI implements it. 

      A better definition would be those resources that match one or more criteria in the Measure. In other words, the evidence (i.e. the smoking gun).
