    Description

      As discussed in the 2021-11-04 CPG/CQI VSD Value Set profile call, https://confluence.hl7.org/pages/viewpage.action?pageId=130485487

      add element effectivePeriod as a first class element to ValueSet 

      and indicate that the R4 extensions valueset-effectiveDate and valueset-expirationDate map to/are satisfied with effectivePeriod.

      Remove valueset-effectiveDate and valueset-expirationDate extensions from the specification.
