This is an extension on ElementDefinition, which is owned by FHIR-I. It's similar to ElementDefinition.binding, which is obviously also owned by FHIR-I. Certainly FHIR-I values Vocabulary's thoughts on the use of this element, but we think it makes sense for FHIR-I to continue to own extensions on the resources and data types that we are responsible for.
