agent.role whould not be extensible

      This valueSet was hosting both Structural and Functional roles in the past versions of FHIR (e.g. STU3). In R4 the model in Provenance and AuditEvent recognized two elements for agents, with one for 'the' functional role, and the other for any relevant structural roles. There was a functional role valueSet defined, but there was not an attempt at that time to create an structural role valueSet and thus the previous valueSet was used. This structural role valueset should be radically different holding only examples of structural roles. We first draft some sample codes from the sample codes found in ISO-21298, but expect these examples will neither be exhaustive, complete, or never changing.

      Change the ValueSet

      • replace the valueSet definition with : "This value set contains example structural roles. In general, two types of roles can be distinguished: structural roles and functional roles. Structural Roles reflect human or organizational categories (hierarchies), and describe prerequisites, feasibilities, or competences for actions. Functional roles are bound to the realization or performance of actions."
      • replace the copyright with : "Sone sample codes derived from ISO-21298 - Functional and Structural Roles"
      • change version to 5.0.0
      • remove all of the compose include 
      • add example code as the only codes
        • regulated-health-professionals - person who is authorized by a national recognized body to be qualified to perform health services
          • general-medicine - The branch of medicine involving the study and treatment of general diseases or those affecting the internal parts of the body, especially those not usually requiring surgical intervention.
          • general-nursing - The branch of healthcare concerned with caring for the sick or injured in any environment.

    Description

      As with other value sets, this is too large, is incoherent with overlaps/duplication and is not something the community can reasonably be expected to map to. (If we don't have standard codes for practitioner roles, we certainly can't expect standardization of this broader set. Replace with an example binding to a curated enumerated value set to show depth and range of possibilities.
