Description
Both type and agent contain concepts like "author", "witness", etc. In fact, both draw from the same code systems. Why are there two elements? The definitions don't make clear what should go in each. If you just want to designate one as 'primary', then make a repeating complex element with a flag or (if primary isn't essential), then leave that to an extension.
