    Description

      There's no need to specify the resource types given that if you're referencing a resource, you can use entity.what.reference or entity.what.type to convey the type. In fact, you can do that even if the target of the reference isn't actually FHIR (by just using what.type and what.identifier), so listing all the FHIR resource types in enetity.type is redundant and unnecessary. Maybe make type conditional on not having what.reference or what.type?
