      A new standard extension will be created:

      known-non-duplicates   0..* reference (Patient | RelatedPerson)

      Context will be Patient

       

      Definition: The linked patients or persons are known not to be the same person.  This would represent patients or persons who look similar, but are known not to be the same person, and are known non-duplicates.  This is not intended to be an exhaustive link to all patients in the system that are not the same person.  It should represent an affirmation based on manual review to reduce false flags in potential duplicate processing.

      This was duplicated from GF#16310, as that was submitted against the wrong ballot.

      In working with record administrators, they will often run algorithms on their patient populations to try to identify duplicate records. There are often cases that are flagged as possible duplicates, but are known not to be (twins share the same last name, date of birth, etc.). In those cases, the record administrator would like to explicitly mark the cases as not duplicates so that future runs of patient matching algorithms will not propose them as potential matches.

      Adding an "is-not" code to the LinkType will allow this to take place.
