Follow-up with HL7 v2 Management to align 116 and 0306 as PV1-40 and PL.5 are intended to be the same as PV1-40 was deprecated and replaced by PL1.5.

Follow-up with PA to ask that Location.status focuses on the resource statuses and expand Location.operationalStatus as needed with the relevant values from .status.
