Table 823

I was not able to enter a question ticket, so went for the next best thing - technical correction. 

Questioning why this table is included in the specification. The reference is to an external value set. Do we need table 0823 OID = 2.16.840.1.113883.12.823 when the value set OID is 2.16.840.1.113762.1.4.1021.33 and is in VSAC (however without the 2 null flavor/data absent reason concepts)
