Description
There are several sections where the ANSI modal verbs are not properly capitalized as per section 2.1.1. We should update those (search and replace), unless we intentionally didn't want the word to carry the normal weight in which case there should be an explanatory note. The Related Section(s) field was too small to list all of the impacted sections but I think I have all of the Related Artifact(s) set correctly.
For sections 2A.2.8.2 and 2A.2.8.7 I recommend replacing "should be" with "is".
For section 2A.2.71 I recommend we delete the sentence containing the word "should" because there is no need to document the standards change process here.
