Need boilerplate text for resetting Set IDs

Even though the IGAMT tools offers support to create conformance statements requiring SET IDs to be reset to 1 within repeating segment groups (e.g. OBX-1 resets with each ORDER segment group), some standard narrative should be created as part of either Conformance methodology or IG authoring tools (IGAMT) to include so that it is clear to readers what the expectations are regarding OBX numbering.
