Suggestion for better datatype for IN1-56

      For IN1-56:

      1) Change the Datatype to CX to match other ID fields.

      2) Add the Definition:  The Subsidized Health Program Beneficiary Identifier as assigned by local jurisdiction, in the US an example would be the Medicaid Beneficiary Identifier.

      3) Obtain the CR number from the database for this change and add to the notes to balloters. (V2-25264)

    Description

      Use of ST as the datatype for an identifier is not good practice - suggest to use at minimum EI (provides for identifier + assigning authority) since the identifier type is given by the field description that should be appropriate (otherswise CX would be needed). 

      this change is missing a CR reference in the notes to balloters - can that be provided (for internal documentation needs)?
