Update Definition of SN.3 by inserting the suggested text before "Examples"

SN.3 (Separator/Suffix) SHALL NOT be valued with "+" (categorical response) if both SN.2 (Num1) and SN.4 (Num2) are valued; this is a suffix for a single number only. SN.3 SHALL NOT be valued with "-" (range), "/" (ratio), or ":" (ratio) if SN.4 is not valued; open ranges are specified using a comparator rather than a separator, and a ratio requires both a numerator and denominator.

    Description

There are several allowed values listed for the SN.3 (Separator/Suffix) component, but only certain values are allowed depending on whether SN.2 (Num1) and SN.4 (Num2) are valued. In order to clarify this I recommend we add the following conformance statement.
