Description
This issue came up during the 2022-04-21 v2-FHIR conference call. Field PID-39 (Tribal Citizenship) is bound to user-defined Table 0171 (Citizenship). However, that table is defined as "a person's country citizenship". At least in the US Realm, tribes are nations but not countries. So the binding is incorrect, at least as the table is currently defined.
We should either expand the definition of Table 0171 to encompass a broader concept of citizenship beyond countries, or (preferably) change the field binding to a different new table. For consistency with V3 and FHIR terminology we should probably reference the existing TribalEntityUS value set.
It would also be helpful to add a link to the Indian Affairs Federally Recognized Tribes.
