The description for the OBR segment "General (taken from ASTM E1238)". That seems like a non sequitur. I suspect it was intended to be a sub-heading, or maybe a footnote reference? In any case, ASTM E1238 was withdrawn and replaced by CLSI LIS05-A - Standard Specification for Transferring Clinical Observations Between Independent Computer Systems (ansi.org). So I recommend we update or remove the reference.

I don't have an actual copy of LIS05-A but it appears to be based on an obsolete version of HL7 V2. So as a separate issue the OO work group might want to reach out to CLSI and see if they need to update their standard. Now that we have the HL7 V2.5.1 LRI IG maybe they should just use that instead?
