Release 2.0 enables a reduced implementation burden for systems looking to exchange immunization related data by providing consistent expectations and requirements for interacting systems. Release 1.6 will include clarifications, updated guidance, and additional functions required to support emerging priorities. Many of these updates are already implemented in many locations but need to be formally documented and balloted in the HL7 community. This IG will likely be adopted in future US regulations for both IIS and certified of EHR systems.

The IG will be based on the CDC Implementation Guide r1.5, which was developed externally by the IIS community via the Standards and Interoperability Steering Committee (SISC) in conjunction with CDC experts. This content will be adapted to a new HL7 IG through the HL7 open process, keeping HL7 members in the loop throughout the development process for this first HL7 release. This includes putting content development meetings in the HL7 Conference Call system, announcements to the relevant workgroup list servers about meetings, updates on progress to relevant workgroups, etc.

    Description

In 2014, the Centers for Disease Control and Prevention (CDC) released the HL7 v2.5.1 Implementation Guide for Immunization Messaging, Release 1.5 for use by Immunization Information Systems (IIS) and additional systems that have immunization submission and query capabilities. Although a HL7 v2.8.2 IG was balloted in December 2018, resource and funding limitations made it infeasible to implement the new standard. To include the clarifications and guidance from HL7 v2.8.2 and recent guidance, a proposal was made to create a Release 2.0 of a US Realm implementation guide for immunization messaging. The new release will cover both vaccination event submission and bi-directional query and response. Most of the content will originate from Release 1.5, which is widely implemented by IISs, EHR systems, and Pharmacy systems, and called out in the latest round of Meaningful Use and EHR certification regulations. The proposed Release 2.0 guide will maintain the HL7 v2.5.1 solution, which is largely compatible with current installations.
