      Develop a technical report (formerly, "white paper") that answers the simple question: What is a 'Device'? Given that HL7 has a Devices WG, FHIR has a Device resource, the need for a clear description would be assumed; however, answering this question is highly dependent on many considerations including use context, users, technology, purpose, etc.

      The completion of this technical report will directly inform groups and projects throughout HL7 and beyond.
