      Agree that use of VSAC for UV value sets is difficult, therefore:

      1) Replicate this value set in THO, using the same OID but it will have a terminology.hl7.org/ValueSet/ stem. This value set will be the source of truth for the content.

      2) The CDA references to the value set will be checked: 

      2.1) If only the OID is provided no change is needed

      2.2) If a canonical url is provided, that will need to be changed to the new THO url

      2.3) If a clickable link is provided, it should go to THO

      3) Request VSAC consider changing the existing value set to a “convenience copy”. If this is not possible, they will be asked to delete the value set.
