The debate over appropriate use of meta.profile within IGs became an issue of consideration within the Da Vinci FHIR Accelerator.  The discussions arising from this debate led to FHIR-I/FMG declaring guidance on approved use of meta.profile within IGs.

It would seem the foundational Da Vinci HRex IG should be the appropriate location for providing this guidance, as it is logical in the purpose of the IG, it being a dependency for many other IGs which would inherit this guidance, and provides a central location for implementers to utilize.  This may prove to be a valuable starting point for consideration by other FHIR Accelerators and other Implementation Guides. 

Recommend including the approved FHIR-I/FMG guidance on use of meta.profile within the Da Vinci HRex Implementation Guide.
