Why are there 'order' extensions?

      Resolution: Agree with the comment. We will drop the order extension and write instructions in the IG to the implementer to put the Tests in the order they want to see them in the Specification.

      Background: The Order for Test and Stage are both meaningful. The test order in a quality specification is specified by the sponsor and we need to provide the ability to the sponsor to specify this. Stages are very significant to certain kind of tests (e.g., Dissolution). What a stage is called is sponsor specific, but the order in which the Stages are executed is meaningful and therefore we need a way to allow the sponsor to specify the stage order.

      Order is not meaningful among actions.  If there's a need to convey sequence, this is handled via relationships, not based on the order they're listed.  If the requirement is just to put a number beside each action when rendering, that can be done automatically by the XSLT.  There's no need to add something explicit into the instance.
