We will make a laterality value set called bodystructure-laterality with an example binding to .laterality that includes the following:

      7771000  Left (qualifier value)
      24028007  Right (qualifier value)
      51440002  Bilateral

The remaining codes will remain as the bodystructure-relative-location value set as bodystructure-qualifier with an example binding to .qualifier

    Description

Laterality is a specific type of qualifier.  If you're going to call it out as distinct, it should have a value set that is limited to laterality, and laterality concepts like left/right should not be in the example value set for qualifier
