Da Vinci PCT STU2-ballot targets US Core 3.1.1 and contains profiles on MedicationRequest and ServiceRequest that do not have appropriate US Core profiles to use as the base. 

PCT use of these resources is to relay a request for an estimate of these proposed items that are not actually orders to render services. These requests also have to be completely self-contained in a bundle as reach-back to the originator cannot be required)

MedicationRequest - has MS on encounter, but PCT Does not have a need to nor does it support communication of encounter information.

ServiceRequest - No profile in US Core 3.1.1
