Since STU2 scope it being expanded to support self-pay and uninsured requests for a Good Faith Estimate, the requirements for insurance information (insurer/coverage) in resources used for a Good Faith Estimate need to be relaxed from require to Must Support.

Make the following changes:

• On Claim profiles davinci-pct-gfe-institutional and davinci-pct-gfe-professional
  • Change insurer cardinality from 1..1 to 0..1 MS, with a short description "Required if insured estimate"  
  • Add dataAbsentReason extension to insurance.coverage as MS with fixed pattern not-applicable, and a short description "Coverage may be not applicable if estimate is for self-pay or uninsured"
• On Bundle profile davinci-pct-gfe-bundle
  • Set entry[coverage] cardinality to 0..1 MS and change the short description to "MAY have one Coverage"
  • Set entry[organization] ..* MS and change the short description to "SHALL have a submitting provider or submitting organization, but not both. MAY also have a payer organization."
  • Set entry[practitioner] to ..* MS and change the short description to "SHALL have a submitting provider or submitting organization, but not both."
