In reviewing the section 7 Formal Specification, it was difficult to understand if systems were required to utilize SMART on FHIR Backend Services for authentication.  Section 7.5 mentions the spec, but not with conformance language.  Section 7.6.2 references it within a Note, but again, with no conformance language.  When we finally get down to 7.10.2, we have conformance language (SHALL) for use of SMART on FHIR Backend Services (though I'm logging a small tech correction since there is a problem in breaking out the conformance sentence with an improperly placed period). 

Suggestion on ways to make this more clear to readers may be to reference section 7.10.2 from both sections 7.5 and 7.6.2, OR, simply move the section 7.5 information down to the 7.10 section (as the content is more related), but then also providing a link between sections 7.10.2 and the Note in section 7.6.2.
