Your links for Bulk Data point to the 2.0 IG, but in the wording of the new rule from Feb 2024, they point to Bulk Data 1.0.  Since the IGs are all looking farther ahead (as we see in the US Core discussions) it might be worthwhile just ensuring some discussion across the board that all the DaVinci IGs that point to Bulk are on the same trajectory.
