      Agreed, add to the definition of the cqf-isSelective extension:

      Although this extension may be used by artifact authors as a way to indicate expected selectivity of a data requirement, it will more typically be used by implementers and downstream packaging repositories to indicate selectivity of a data requirement given known data heuristics in particular datasets.

      Quality Measure IG change request https://jira.hl7.org/browse/FHIR-43791, applies more broadly than quality measures and should be considered for CRMI.

      Who should be adding these flags and what are they intended to convey. Is it used by measure developers / packaging software to highlight data requirements (filters) for the initial population specifically, or is it intended to be used by systems exposing the data for a measure to give a hint to data gathering services on how best to winnow down the set of relevant subjects? Or is there another intended use? Which ever it is, make it explicit in the definition of the extension.
