I have a need to represent the default language of the practitioners using my practice management system on an Organizational level. That is, each Organization/clinic should be able to choose the default language that new practitioners see.

The cqf-systemUserLanguage extension seems like a good fit for this - "Preferred language of the person using the system.", however its context is limited to the Basic resource.

It would be great if it was expanded to cover Organization as well along with this new definition:

> Preferred language of the person using the system. In the context of an Organization, it is the preferred language of the persons within the organization for using the system.
