      The mother's questionnaire is considered the primary source.
      The questionnaires are now fully aligned with the worksheets – the race and ethnicity data elements are represented consistent with the vital records approach.
      If a questionnaire is included in the bundle, the contained data SHALL NOT be considered as the primary data, unless there is agreement between sender and receiver.  Upon submission to NCHS (where the questionnaire is not included), the basis for the submission should build on the questionnaire data.

      Based on HIMSS2024 - Obstetrics (birth workflow discussion) on 2/5/24

      The Provider-VRO Composition allows the Mother's Worksheet QuestionaireResponse as an optional enclosure.   Since the QR and the other FHIR resources (e.g., Patient, Race, Ethnicity, Smoking, etc) contain roughly the same information, it is not clear how the receiver should interpret the submission of the QR is attached.

      • SHould the QR content take precedence?
      • SHould the other FHIR content take precedence?
      • Should the sender ensure that the FHIR content be consistent with the Questionaire?
