The recently agreed approach for alternate code for concepts in a CodeSystem should be documented in the CodeSystem resource type documentation.

Further, the synonym defined code system property and its corresponding concept in the http://hl7.org/fhir/concept-properties code system should be deprecated as it is no longer required under the new approach.
