DetectedIssue.category and DetectedIssue.code are both bound to the same value set (https://hl7.org/fhir/6.0.0-ballot1/valueset-detectedissue-category.html).  If these two elements represent different concepts, they probably shouldn't be bound to the same value set.  Also, if they represent different concepts, additional clarity is needed on the differences.
